With reference to your Eemorandum No. 7 of the 16th.
instant, I am directed to state that the introduction into this
Colony of the special lottery bonds referred to in the Chung Kuo
Jih Pao article of the 16th. January would constitute an infringe-
-ment of the law.
I am to request that the Canton Authorities may be addressed with regard to them in the sense of the concluding para-
-graph of Mr. Severn's letter No. 134 of the 14th. November last.
